Kit Siang to Shahrir: Don't abdicate responsibility

Public Accounts Committee (PAC) chairman Datuk Shahrir Abdul Samad should ferret out the corruption cases buried in the Auditor-General (A-G)'s reports instread of passing-the-buck to the Anti-Corruption Agency (ACA).

Parliamentary Opposition Leader Lim Kit Siang said today (Sept 8, 2006) he found Shahrir's suggestion calling the ACA to investigate the issues and questions highlighted in the annual reports as "quite extraordinary and most embarrassing".

He said Shahrir seemed to have forgotten or overlooked that the PAC is the mechanism to check the abuses of funds running into billions of ringgit a year.

"The PAC responsibility is to conduct detailed probes and investigations in the annual expenditures of public funds," he added.

Lim, who is Ipoh Timur MP, said nobody will object to the ACA adopting a pro-active stance in taking on board the A-G's report to combat corruption.

"Although it will be out of character for the ACA from its present role as an 'All Cover-up Agency', if the agency has such pro-active culture, the country's standing in the Transparency International's corruption perception incdex would not have plummeted from No. 23 in 1995 to No. 39 last year," he added.

Lim said there is no excuse for Shahrir to abdicate from his responsibility to discharge the PAC mandate which include ferreting out the corruption cases.

He said the PAC had yet to refer a single case from its probes into the reports to the ACA on the ground that there is prima facie case for the agency to take action.

"Why is Shahrir unable to uncover a single case of corruption all these years? Is it realistic for the PAC chairman to give the impression that the ACA can succeed where the PAC had failed?

"Maybe Shahrir should submit a PAC report to Parliament as to what further powers are needed so that the PAC can be more effective and relevant to fulfil its parliamentary mandate," he suggested.

Lim said if there is a leakage of between 10% and 30% next year because of under-performance, misuse of funds or corruption in the RM46.5 billion development expenditures, we are talking about a leakage of RM4.65 million to RM14 billion, which is no 'chicken-feed'," he said.

' I find the suggestion by the Public Accounts Committee (PAC) Chairman Datuk Shahrir Abdul Samad that the Anti-Corruption Agency (ACA) should thoroughly investigate the issues and questions highlighted in the annual Auditor-General’s reports “as they contain many issues the ACA could follow up on” quite extraordinary and most embarrassing.

Shahrir is right when he said that “the Audit Department can only make observations and comments but ACA conducts investigations”.

But he seems to have forgotten or overlooked that as far as the exposes of misuse of funds, abuses of power, financial improprieties and corrupt practices in the Auditor-General’s reports into the accounts of the Federal Government, State Governments and the over a hundred Federal statutory bodies running into hundreds of billions of ringgit a year , there is in existence a mechanism to conduct detailed probes and investigations in the annual expenditures of public funds – the Public Accounts Committee of Parliament which is headed by Shahrir.

Nobody will object to the ACA adopting a pro-active stance in taking on board the Auditor-General’s annual reports as basis and source to combat corruption, although this will be completely out of character from its present role as an “All Cover-up Agency” which I mentioned in Parliament yesterday. If the ACA has such a pro-active culture, Malaysia’s standing in the Transparency International’s Corruption Perception Index would not have plummeted in the past decade from No. 23 in 1995 to No. 37 in 2003 and No. 39 last year.

However, this can be no excuse for Shahrir as PAC Chairman to abdicate from his responsibility to discharge the PAC mandate which includes ferreting out the corruption cases buried in the Auditor-General’s reports instead of passing-the-buck to the toothless ACA.

Up to now, the PAC has not referred a single case from its probes into the Auditor-General’s reports to the ACA on the ground that there is prima facie case for the ACA to take action against corrupt practices or pursue further investigations.

Can Shahrir explain why? If the PAC, with all the powers vested in it by Parliament to summon all those involved in improper expenditure of public funds, corrupt practices or conflict-of-interest situations to appear before it to testify and give a full accounting, cannot uncover a single case of corruption all these years, is it realistic for Shahrir to give the impression that the ACA can succeed where the PAC had failed so signally?

May be, Shahrir should submit a PAC report to Parliament as to what further powers are needed so that PAC can more effectively and be more relevant to fulfil its parliamentary mandate to uncover financial irregularities, including corruption, in the public accounts.

The Federal budget for next year is RM159.4 billion, comprising RM112.9 billion for Operating Expenditures and RM46.5 billion for Development Expenditures.

If there is a leakage from 10% to 30% next year because of under-performance, misuse of funds or corruption in the RM46.5 billion development expenditures, we are talking about a leakage from RM4.65 billion to RM14 billion – which is no “chicken-feed”.

This should be the biggest challenge of the PAC particularly under the Abdullah premiership which had pledged a clean, incorruptible, accountable, transparent and efficient government – and not to pass the buck to the ACA. Otherwise, what is the use of having a PAC? '

Usaha terakhir untuk gagalkan Mahathir sebagai perwakilan Umno Kubang Pasu

Para penyokong Tun Dr Mahathir Mohamad mula merasai tekanan apabila beberapa jabatan kerajaan dan badan berkaitan kerajaan mengeluarkan surat amaran, panggilan telefon dan juga perjumpaan.

Guru, pekerja kontrak badan berkanun dan jabatan kerajaan antara yang diberi tekanan agar berhenti melahirkan sokongan terbuka kepada Tun Dr Mahathir dalam pemilihan kali ini.

Ini berikutan satu pertemuan sulit antara Setiausaha Politik Menteri Besar Kedah dengan pengarah jabatan kerajaan pada hari rabu lalu di Darul Aman Golf Club.

Beberapa orang guru yang dikenali menyokong pencalonan Tun Dr Mahathir sebagai perwakilan bahagian tidak diluluskan cuti oleh Guru Besar (Sabtu ini merupakan hari sekolah ganti di Kedah).

Tiga orang daripada mereka turut dimaklumkan berada di dalam senarai pertukaran Jabatan Pendidikan Kedah sekiranya terus berkempen untuk Dr Mahathir.

Seramai 26 orang guru yang menjadi perwakilan ke Mesyuarat Umno Bahagian kali ini dikatakan penyokong kuat Tun Dr Mahathir. Sebahagian mereka tidak diluluskan cuti oleh sekolah masing-masing.

Selain itu, antara yang menerima tekanan ini termasuk ketua cawangan yang bekerja sebagai pekerja kontrak Yayasan TEKUN, para perwakilan yang bekerja kontrak dengan Jabatan Kerja Raya dan Jabatan Bekalan Air Kedah.

Mereka ini diingatkan supaya berhenti membantu sebarang usaha memenangkan Dr Mahathir dalam pemilihan perwakilan Sabtu ini atau menghadapi kemungkinan penamatan kontrak.

Sidang akhbar Umno Bahagian Kubang Pasu yang gagal

Sidang Akhbar Khas Umno Bahagian Kubang Pasu yang bertujuan untuk menunjukkan sokongan padu bahagian agar Tun Dr Mahathir menarik balik persetujuan untuk bertanding sebagai perwakilan Umno Bahagian ke Perhimpunan Agung Umno 2006 tahun ini gagal sama sekali.

Ia gagal sama sekali untuk meraih sokongan yang mencukupi bukan sahaja di kalangan yang hadir malah di kalangan yang tidak hadir.

Daripada 138 Ketua Cawangan dan 493 perwakilan yang hadir tidak sampai 25 orang.

Malahan, ketidakhadiran dua orang AJK Bahagian yang berpengaruh - Dato' Mukhriz Mahathir dan ADUN Jitra, Prof Dr Othman Ishak - mencerminkan kegagalan majlis rayuan tersebut.

Sebahagian yang hadir pula jelas tidak begitu selesa dengan soalan-solan pemberita dan kelihatan ingin menamatkan majlis tersebut dengan cepat.

Malahan Ketua Wanita dan Ketua Puteri serta ADUN Sintok kelihatan tidak selesa bila ditanya apakah mereka akan menyokong Tun sekiranya bekas Ketua Bahagian tersebut tetap menawarkan diri.

Ramai yang segera meninggalkan sidang akhbar sebaik tamat.

Yang nyata usaha Umno Bahagian untuk mendapat sokongan seramai mungkin Ketua Cawangan telah gagal sama sekali.

Malah surat rayuan yang diedarkan juga tidak mempunyai sebarang tandatangan. Ini dipercayai berlaku disebabkan kegagalan Naib Ketua Bahagian tersebut untuk memperolehi tandatangan yang mencukupi dan meyakinkan umum.


Apa pun keputusannya, babak baru politik Malaysia terukir 9 September

Sepatutnya Umno Bahagian Kubang Pasu semalam membuat ketetapan supaya Tun Dr Mahathir Mohamad dikecualikan daripada terpaksa merebut kerusi perwakilan bahagian itu ke perhimpunan agung Umno nanti, sebaliknya mendapat "pelepasan" dengan memberinya laluan mudah tanpa perlu bertanding.

Rasanya, Mahathir boleh saja dilantik secara automatik untuk menempatkan diri sebagai salah seorang perwakilan Umno Kubang Pasu jika mesyuarat bersetuju supaya beliau tidak perlu diundi bersama 16 calon lagi bagi mengisi kuota G7 itu. Ketetapan boleh diambil bagi mengundi 6 kerusi berbaki, manakala satu lagi kerusi dikhususkan untuk Mahathir. Namun, yang berlaku adalah sebaliknya apabila Umno Kubang Pasu semalam membuat rayuan terakhir kepada Mahathir supaya menarik diri daripada bertanding merebut satu daripada kerusi perwakilan bahagian itu, Sabtu ini.

Umno rayu Mahathir tidak bertanding

Ketuanya, Mohd Johari Baharum berkata, sepucuk surat juga telah diutuskan kepada bekas Presiden Umno itu memohon agar beliau memikirkan semula keputusan untuk bertanding.

“Ini rayuan terakhir sebelum persidangan perwakilan Sabtu ini. Dengan rendah hati saya merayu kepada Tun,” katanya yang sesekali kelihatan sebak pada sidang akhbar di pejabat Umno Bahagian Kubang Pasu, di Jitra, semalam, demikian Bernama melaporkan.

Johari, yang juga Timbalan Menteri Keselamatan Dalam Negeri berkata, Mahathir hanya memperoleh 15 pencalonan dan akan bersaing bersama 16 calon lain untuk merebut tempat sebagai anggota perwakilan.

“Adalah tidak sesuai Tun, seorang negarawan yang amat dikagumi dan dihormati, bertanding untuk merebut tempat sebagai perwakilan Umno bahagian,” katanya.

Beberapa laporan menyebut Kubang Pasu kini seolah-olah sedang menghadapi pilihan raya kecil apabila usaha dipertingkatkan di saat-saat akhir untuk menggagalkan usaha Mahathir itu.

Tidak ramai percaya Mahathir dengan begitu mudah mengalah dengan pujukan (pastinya tiada siapa berani untuk mengugutnya!) supaya beliau menarik diri...(more)

Terrorism cannot be defeated by military force and tech alone

Why are there more and more terrorist groups and corresponding anti-terrorism measures forming around the world? With British police recently uncovering a plot by a group of local youths in London and Birmingham to blow-up US-bound planes, terrorist warnings in Britain and America have escalated.

I feel that overall Britain and the US have lost more than they have gained. In the 'war against terror', terrorist activities have not been contained at all; in fact, they have increased in number. The world is facing the growing threat of terrorism. Iraq has become a new theatre for terrorist attacks; the Taliban and Al-Qaida are restructuring and preparing for their return. South-east Asia has also become a target. Britain and the US are still facing the very real threat of a large-scale terrorist attack.

I studied at Oxford just before the London incident and my focus there was anti-terrorism. Oxford is a quiet town in England, and I heard a lot of different voices there. I often saw people protesting against the government's anti-terrorism policy; in bookstores there were many anti-war books on the shelves. Many of the local papers also criticized US and British anti-terrorism policy. There are plans for large-scale demonstrations next month.

Many western scholars and civilians believe there are problems with their countries' current anti-terrorism policies. It would seem though that the scholars that influence policy-makers disagree.

Before I returned to China, I participated in a lecture on international cooperation on anti-terrorism, with other influential scholars. Talking about the current situation, I said that western policies were not realistic, and that their current strategy ¨C attempting to defeat terrorism with military force and technology-- could in fact drive terrorists to take further action.

Western scholars disagreed with my point of view. They believe that only military force and technology are direct and powerful enough to defeat terrorism. I wonder why they don't reflect on the fact that terrorism targets particular countries, western countries, although the affects of the attacks are never limited to the country in which they take place. What's the fundamental cause of terrorism? How can we effectively fight terrorism?... (more)
